There was another report of a bricked account on Discord today. Opening this new bug to keep investigation distinct from the other two older reports (although it may turn out that all three have a related cause).

Initial post:

I'm attempting to use the libra txs transfer command. I have used it successfully on this account in the past.

I've tried the following:
Deleted the config and re-initialized.
Successfully queried the account balance using the CLI.
Swapped out Node URLs in the config to make sure it wasn't specific to a Node. I've had issues in the past w/ Node timeouts.
Upped the tx_configs.max_gas_unit_for_tx in the config file.
Attempted running with and without 0x prepended on the --to-address.
