Suggest removing the ISSUE_TEMPLATE directory

• [Optional] After upgrading the mod to a newer version, errors/ warnings appeared. I deleted the existing boonGUI folder (see wiki/GameDataPaths) and tried reinstalling, but the problem persisted.

@sl5net I suggest removing the https://github.com/0ad-matters/boonGUI/tree/main/.github/ISSUE_TEMPLATE directory. I don't think it's needed on a project this small. We can always restore it if there are problems in the future. What do you think?

@andy5995 idk. btw was not added by me. you probably know. and btw i think this project is not small. maybe bigger as you mean.
Maybe discuss longer?
My idea: I don't want to change much (if its not clearly useful or necessary). I still have hope that Longbard will come back in future.
