Publish Miden SDK v0.5.0 and use it in the new project templates.

1. Make a release PR after Remove low-level Miden SDK WIT interfaces in favor of rlib stub library #653 is merged. Published in https://github.com/0xMiden/compiler/actions/runs/17810437283/job/50632649265

2. Update the miden version used in the new project template in the rust-templates repo.

3. Set the git tag in the rust-templates repo.

4. Update and use the new git tag in the cargo miden new command.
