在$GOPATH/src/istio.io/istio/mixer/pkg/runtime/config/ephemeral.go文件中BuildSnapshot方法重新构建一个稳定的环境需要很长时间(因为是涉及到所有后端存储配置的构建)，如果在业务中有突发情况需要更新后端存储配置，那这样操作的话，会不会给业务带来很大影响？
