To reproduce:

Visit https://eregsnc-demo.apps.cloud.gov/preamble/0000_0000/intro
Scroll down and click on "Write a comment about Intro: DATES" on the sidebar
Hit the back button

What happens:

Nothing happens (the URL remains https://eregsnc-demo.apps.cloud.gov/preamble/0000_0000/intro#)

What should happen:

I should return to reading the regulation (or wherever I came from before this)
