Current Behavior

There is no CONTRIBUTING.md file.

Desired Behavior

We should have a CONTRIBUTING.md file that shares the current limitations around community contributions.

Benefits & Value

The lack of an explicit contribution policy causes let downs for enthusiastic users when they find out that contributions aren't accepted only after submitting them (see: #162)
