ability to increase number of grid cells #24

As a user I may wish to build beyond the default number of cells in the grid.

Currently this is manually specified (where?)

https://github.com/3DStreet/citybuilderjr/blob/main/src/app/state.js#L35 (FYI this does not appear to be used @Algorush ? Also may be incorrect? Our default as defined in line 72 of index.html is 20 instead of 10)

Instead of limiting to default grid size, allow a user to change the number of cells in the grid.

UI considerations - how to expose this feature to users?

When I attempt to place an object beyond the grid, then to offer to a user to double the size of the grid or increase by 10?
What about decreasing the size of the grid?
What about manually specifying a custom value for grid size?
