Cleaning up users who are no longer in the teamspace but has lingering permissions

Description

with #5292, we discovered that there are some users who are removed from the teamspace but still has permissions within it. The exact cause of the situation is unknown, but we should have a script that identifies these permissions and removes them to ensure the data is clean.

It should also alert us when there are things to clean so we know when it has happened and can track down the actions on that account

Goal

• As a 3DR admin, I want to make sure that erroroneous data is remove and the data is credible
