Velocity Support

Developer's Note

I'm actually not that familiar with Velocity! If there's something obvious I've missed, feel free to poke around in the #development channel in the CommandAPI Discord server!

Things that "Velocity Support" needs to be able to do

• Register commands on the velocity proxy server
• Communicate with the CommandAPI on other servers?
