dialog speed throttle not being checked

In revision 7 of the publicly available source, I noticed that the 
ConversationDialogActivity.java doesn't actually respect the 
TEXT_CHARACTER_DELAY constant

What is the expected output? What do you see instead?
I expect dialog to proceed at 1 character per 0.1 seconds, but instead it zooms 
as fast as possible

What version of the product are you using? On what operating system?
