功能建议：构建任务全局调度 #18

当dhorse是多节点的时候，这个构建任务请求，建议做成全局调度，目前的版本，用户发起的版本构建，通过nginx转发的时候，会调度繁忙节点上，导致构建等待，或者失败

v1.5.0版本已经支持。
