According to terraforms documentation the acl variable is deprecated. I don't know if related but I get the following error when trying to run it:

InvalidBucketAclWithObjectOwnership: Bucket cannot have ACLs set with ObjectOwnership's BucketOwnerEnforced setting status code: 400 [...]
