Can we move the Misc/Organizations to the Tracker Admin tab and can we get rid of the Attachments page? Then we can remove the Misc link entirely.

The difference is that things under "Misc" can be seen by general members. If you want this, do you also want to restrict access to those pages? If not, I might suggest either keeping the misc menu or promoting these things to the top nav bar?

In a similar vein, should locations, equipment, or blackouts from the "tracker admin" tab be accessible in some form to general members?

Ya go ahead and restrict access to those pages. It's nothing important to regular members.

Currently, any non-suspended member can view organizations and attachments. I would argue that the Organizations page is at least of nominal encyclopedic use to general members, but the sprawling Attachments page likely isn't.
