Bulk Edit Members Payrate

The bulk edit members payrate caps payrate at $9. It should be moved to a $10 cap because of the $1 raise that was given to all members at the beginning of this year.

This cap was increased from $8.00 in 04520ed when the new pay structure was put in place for 2016–2017 per #301. Since the base rate is now $8.25, the highest pay rate for regular members is $9.00, so unless this is changing further, the current cap is correct.

Although a HoT would individually have a higher pay rate, it doesn't make sense to handle that with the "bulk edit" feature.
