Exec (Finance) Tracker Role

Can we add an Exec (Finance) Tracker role that has all the same permissions as regular exec.

I am a bit unclear how this is different from the current exec role? Or is this a first step towards future requests?

"Exec (Finance)" may or may not be the clearest terminology for this, but I'm assuming you basically just want to split the current Exec role into "those who can approve invoices per #353" and "those who cannot"?
