Move MOM5 diag_table script to infrastructure

The COSIMA configurations contained a copy of the python program make_diag_table.py used to generate the diag_table, an input file that configures what fields the model will output to which files.

This utility program should be made installable by pip or conda and included in the payu conda environment.
