Background

The failure to push Base or Dependency images unless the job has rerun is really becoming a headache. This failure leads to this failure.

Investigate the fact that it is only failing to push tags the first time - in fact it pushes one then fails the other, until it is rerun.

Workaround

Rerun the build-ci Dependency Image Pipeline until the failures disappear
