I will try and write this as the master issue for work to integrate CICE5 into ESM1.6. And use sub-issues for seperate parts.

The starting point is this https://github.com/ACCESS-NRI/cice5/tree/cice_gsi8.1 branch - based on the ACCESS-CM2 model.

Support for zero-layer ice #17

Other bits in work:

Update the spack package - CICE5 build for ESM1.6 (and CM2?) spack-packages#156
Payu restart paths - fix cice5 restart pointers payu-org/payu#535
