Currently the temporary annotations on a page are not used to determine what the next available id is.

To recreate:

load a PDF, e.g. https://anot8.org/r/?url=https%3A%2F%2Fwww.spencerstuart.com%2F-%2Fmedia%2F2022%2Fjune%2Fdiversitysnapshot%2Fsp500_board_diversity_snapshot_2022.pdf
set a user name
make an annotation
reload the page
make a second annotation
observe that they both have the same id

Expected result:
The ids should be different
