Should a rule without a definition default to itself?

Right now we often say things like "invis : invis" or "forward : forward" or "G : G", maybe we should just put those rules in if they're not listed. On the other hand, there is a conceivable meaning for a rule that disappears when expanded, it will still draw at the lowest level.
