From my experience, ISO and many vendors prefer incremental cost - production curve rather than the cost - production curve, and it is getting harder and harder to convert the incremental cost curve into the cost - production curve. For example, how to model this step-up behavior in the cost - production curve (the figure shows an incremental cost curve from a real generator)?
