Bug: Setting time causes weird behaviour while creating new election

Problem:

While creating new election, setting time becomes confusing, since it accepts in 24 hrs while it displays in 12 hrs format,
Also when the time is some minutes past 12 in the afternoon, I was not able to create election, it was considering it 12 midnight

Solution:

I propose to move to 24 hrs format which fixes this issue
