Hover Effect Missing on "View 2024 Program Announcements" button and "View 2024 Program Timeline"

Description:
The "View 2024 Program Announcements" button and "View 2024 Program Timeline" on the apply page does not show any visual effect when hovered over. A hover effect would improve user experience by providing visual feedback.

Steps to Reproduce:

Navigate to the Apply page.
Hover the mouse pointer over the View 2024 Program Announcements" button and "View 2024 Program Timeline" button.

Expected Behavior:
The button should display a visual effect (e.g., change in color, shadow, etc.) to indicate it is being hovered over.

Actual Behavior:
No visual effect is observed when the button is hovered over.
