Remove permissions fix for pgstac_read database role when the pgstac bug is resolved #32

There is a pgstac bug in which the pgstac_read database role does not have sufficient permissions, reported here: stac-utils/pgstac#146

We grant the required permissions in the configure-database-roles.sql script. We can remove this fix when the pgstac bug is resolved.

From the docs:

The pgstac_read role has read only access to the items and collections, but will still be able to write to the logging tables.
