"Snap to" should default to "off" in all cases. #114

"snap to" annotations defaults to "on" for audio but defaults to "off" for video. I think it should always be "off" as a default

Was this already fixed? I'm seeing it default to off for everything, but if there's an example where it's not I can look at that.
