[PE-D][Tester E] The "Grading a person : grade" bullet point in the Table of Contents of UG does not navigate

Description:
When clicked on "Grading a person : grade" on the Table of Contents in User Guide. It does not navigate to the appropriate section.
Steps to Reproduce:

1. Launch the User Guide.
2. Go to the table of contents page.
3. Try to click on "Grading a person : grade".

Expected Outcome:
The User Guide navigates to the "Grading a person : grade" section in the User Guide.
Actual Outcome:
It does not navigate and the bullet point is not clickable.
