Currently codejail requires apparmour to make sure the jailed python interpreter has no access to its surroundings.
We should instead provide a wrapper to the current python interpreter that limits its capabilities.
Stripping environment variables, disallowing networking and running as an unprivileged user can go a long way.
capsh is probably a good fit for the wrapper.
