rethink BSDD Target and Value; register ACCORD dictionary with BSDD

#108 shows actual values of BSDDTarget and BSDDValue (thanks @nataschake !)

URLs like https://identifier.buildingsmart.org/uri/accord/ACCORD-1.0/Period_For_Assessing_The_Low_Carbon_Performance_Of_A_Building_During_Its_Operational_Phase_After_Construction_Or_Major_Renovation of course do not resolve.
We need to register our dictionary with BSDD!

hasBSDDTarget:

• Based_On_The_Production_Recycling_Or_Energy_Technology_In_Use_At_The_Time_Of_The_Assessment: what is that? class, property or value?
• Building_Is_Temperary, Building_Is_Mobile: ok, these can be considered boolean properties. First one is misspelled
• New_Building: is this a boolean property?

hasBSDDValue:

• Residential, NonResidential: these can be considered boolean props, or enumerated values of a prop buildingPurpose
• but also Door, Sauna, Lift. Do you mean booleans "has door, has sauna"?
