As fas as I know all Experience Cloud organizations will automatically have access to Schemas, Identities, and Datastreams. These tools will be free of charge for any DX customers including anyone who doesn’t currently have an AEP license.
With this new access a new permission was added in Admin Console for Datastreams. If an Experience Cloud user can’t see Datastreams in their UI it is likely due to missing permissions.
