What is the Problem Being Solved?

Same motivation as,

• user story: AutoStake #9042

but by targeting BLD first we can get something working with just localchain, before we have ICA

Description of the Design

1. User invokes offer to have StakeBld contract create a localchain account
   • Then user has a localchain Cosmos account, stored in the user's offerToInvitationMakers (of smart wallet)
   • "give" is the BLD
   • StakeBld-held localchain account receives assets
2. User signs a ContinuingInvitationSpec for (localaccount).delegate(validatorAddr, amt) to stakes the BLD in the localchain account to a validator
