Add Agency?

Currently the issuer is present in the schema, and it can be different for different contracts based on the agency. For e.g. http://www.edolidar.gov.np/tenders.php shows different issuers for different contracts and we might also need to capture that it's under Dolidar agency. What do you think?

Sure, updating now. Will start with a free text field for the data collection schema but we can standardize a list for the final data release and store in a separate table with a foreign-key relationship.
