I don't see the relation between receipient and tender.
For eg Notice No "1-069/70" in http://www.edolidar.gov.np/contract.php has multiple awardee and the given schema doesn't seem to capture that, or i might have missed something here.

The table CodedSupplier has a foreign-key relationship to the award, which means you can have
multiple recipients for each contract award. The link between tender and recipient is not explicit because at the point of tendering there is no recipient yet. Does that make sense?
