Motive

We need to be able to check if the simulated subsystem is outputting the correct command based on the input from the OBC.
The main OBC also has to have a set of behaviours that must be followed when interacting with the ADCS.
We can get prototypes of both if we start make the OBC side of the connection now.

Tasks

Build OBC code that can communicate with the ADCS
- Preferably, just do it in Rust.
