Powah's Reactor blocks are duplicated by the use of the random feature from the Construction Wand mod.
Reproduction
To reproduce this, have some number of Clay blocks and some number of Niotic Reactors in your hotbar, along with a Diamond Wand that is configured for Random: Yes. When you use the wand to place blocks, the Niotic Reactor block will get placed, and begin construction of the 3x4x3 multiblock generator, but without the need to have all 36 reactor blocks in your inventory.
This has also been reproduced in AllTheMods/ATM-9, and I can submit a separate issue for that repo if needed. It was reproduced with ATM9 0.2.39, using only 1 Clay block, 4 Reactor (Starter) blocks, and an Infinity Wand (configured for Random: Yes). Using the Wand once results in the attempted construction of what I assume are four separate reactors, since the reactor fails to complete building, and I end up with a total of 144 Reactor (Starter) blocks, which comes out to 36x4.
