Summary component sometimes uses Value instead of Label in PDFs.

Description of the bug

When a Summary component is used in a PDF, the Value is sometimes displayed, rather than the Label. Whether Value or Label is displayed will also vary from time to time, regardless of whether or not any changes have been made in the form. It seems to be random which of the two are used.

Attached screenshots show 2 examples of a field changing between the value and label in the generated pdf.

Steps To Reproduce

1. Run the app https://mat.apps.tt02.altinn.no/mat/mattilsynet-dyrepleier/
2. Fill out the form.
3. On the "Oppsummering", generate the PDF using the Altinn developer tools.
4. Check the text for the fields: Nasjonalitet, Akademisk grad, Utdanningssted, hovedarbeidsområde, biarbeidsområder.
5. Regenerate the PDF again and you will see that the values shown for these fields will not all be the same.
