Fix #737 Default language wrong in Download documents

Old code (existingLanguage) was made originally document chooser in mind,
such that default language would be some language that has document installed,
rather than empty list. Fixed code now so that it works properly in both
download and doc chooser case. Though doc chooser defaults now to show all languages...
