Cannot create an xpansion configuration on a managed job or a local job that does not have one - Desktop version

Description

When we need to create a xpansion configuration, you get a 404 error. But the xpansion configuration page appears but when we click on it we do not have the list of links so no possibility of adding a new candidate.

Additional Information

On a local study that already has an xpansion configuration, you can read it and even add new candidates (the list of links appears).
It's on AntaresWeb desktop for Windows. We don't have check this on Linux version.
