rating is the Wrong field

using the field rating isn't doing the job. instead use userrating which is the field from the INFO Dialog and can be modified by the user.

Well actually it is, it has always checked the ratings that were set during the scraping of your TV shows and movies by the particular scraper (IMDb, TheTVDB, RottenTomatoes). The user rating is a separate rating field that has been added in a later version of Kodi, the existence of which I had not noticed until you made this issue. I may add support for it in the future, but since I also have a full-time job, this could very well take a while to get implemented.
