'Pulsating' available moves doesn't quite work #3

A couple of things seem to be wrong with the pulsing that shows your available moves.

1 - the actual pulsing doesn't look quite right.
It sort of stutters when it's 'turning on' (if you see what I mean).
The fade is fine, and smooth though.

2 - Sometimes, counters will pulse, even though you're not able to select them.
E.g. at the end of my turn, I have only 2 adventurers, and both of them are in the gambling den.
And I have 4 gold.
But the adventurer on the beach is pulsing, even though I can't afforsd to hire him.
If I click on him, he stops pulsing.

2a - Also, the text at the top of the screen says
"You can pay the hospital or recruit one worker on the beach, when done press: END TURN "
But I have no-one in the hospital, and not enough gold to recruit a worker.

for 2 - another example
The Sword pulsates at the beginning of the turn, even if I cant afford to rent it

I fixed partially this, now the end of turn is skipped if the player has not enough money,
but about the hospital: the entire hospital should pulse to offer the action

I need to review the pulse animation to make it smother.

also sword now does not pulse if you cannot afford it
