[Reporting] Let Chrome watch for outstanding network requests #247

Some web pages (like Grafana) load data asynchronously. For rendering those web pages for reports, it would be useful to be able to use the Chrome devtools to keep track of network requests, and render the page once there aren't any outstanding.
