1. Add the topic hacktoberfest in GitHub repo. You can add more topics related to the same like hacktoberfest-accepted, hacktoberfest2023
2. Apply 'label' hacktoberfest in the issues
3. Last when you accept PRs add the label hacktoberfest-accepted
