建议增加审核未通过的状态 #331

需求：增加一个审核不通过的状态，审核不通过时仅该用户可见，审核标志消失（回复评论同理）。
理由：
1. 访客可以明确判断评论被审核了，不会误解成一直不处理（有些用户说你不理他）。
2. 现有设计未审评论都会出现在待审列表中，无法区分是未处理还是确实不愿意审核通过。
