Usability enhancements for the electorate exclude function #1078

The list of available electorates to exclude should be the calculated electorates - any included electorates.
After selecting an electorate to exclude, if it is the only electorate in a calculated state and that state is not in the include list, automatically add the state that electorate is in to the state exclude list.
