Persistent URL link for Admins on UI

Issue

Ideally an admin would be able to find the persistent link for DOI creation via an element on the UI (a button or link). In the interim, the URL for this public page (to be provided to a data minting service) is the solution URL plus the DAR number. e.g. environmentURL/data-access-request/public/[add DAR id]. So for example: https://service.staging.gaiadev.net.au/#/data-access-request/public/RA SD-20230503-77ba18
