When a user tries to do a password reset from the login page, the email with reset code is not sent; tried this a couple of times. Was using Chrome, user email was gmail. No email received, including in promotions or spam folders.
Workaround for testing was to do a reset for the user from an admin user account (and that email is sent), but a user would need to contact us for help.

Found out that this issue is happening when admin create users. Once admin create users, the status of the user account will be Force change password which cause not to send emails.
