There's a significant difference between PCR, Antibody, or other testing type, and what it means regarding cases.

For example, positive PCR test would identify an active case, but an antibody test might indicate a past exposure/case that the patient might have recovered.

Consider impact of pooled testing.

As we look at these issues, we need to address what is originally called for, vs. what goes beyond that.

We want to show an example of how this would be done, with respect to measure development process, without necessarily saying this is what the measure is balloted to be.
