Once a user is locked, they become unsearchable

I found that when an existing user's status is set to locked, they can no longer be found in the user list. You can only access their detail page if you know the room they belong to and select their ID from the members list of that room. Additionally, the main details page of the current user appears blank upon first entry. You need to click on another tab, such as "threepid" or any other tab, and then return to the main tab for features like the “locked” setting to display correctly.

I am currently using version 0.10.3. Synapse is v1.111.0 and is running on PostgreSQL.
