Provisioning failures?

@nitya says: When doing azd provision you may see a postgressql failure (or other failure?) preventing successful provisioning. The resource group will still be created with other resources. To troubleshoot:

1. Try re-running command (sometimes issues is a resource constraint that goes away on retry)
2. Try running this in a new region (westerneurope) - will resolve if this was a regional resources issue> To do this make sure you delete the previous resource group and start again.
