Describe the bug
We had an issue in ALZ-Bicep opened asking about why the Change Tracking LAW solution is deployed in Enterprise-Scale and not ALZ-Bicep. This solution was formely retired last August, so this should be removed unless there is some edge case I am not aware of.

Hi @oZakari,

The legacy solution is not deployed anymore, this was removed in January 2024 as part of #1552. However when the Change Tracking DCR is configured it automatically installs the legacy solution, this is true no matter the deployment method.
