Invalid code is generated when using action "List rows" in Microsoft Dataverse connector

Describe the Bug with repro steps

1. Open new version Logic Apps designer.
2. Add action "List rows" in Microsoft Dataverse connector.
3. You can see value of inputs.headers.organization property is @{encodeURIComponent(encodeURIComponent('https://xxx.crmx.dynamics.com')) for this action in code view.
4. Execute manual workflow run. You find result of action "List rows" is 502 BadGateway.
5. Change value of inputs.headers.organization property "https://xxx.crmx.dynamics.com".
6. Execute manual workflow run. You find result of action "List rows" is 200 correctly.
